The Journal of Law & Cyber Warfare was founded in 2014 to give legal, military, business, and security professionals a serious, peer-reviewed forum for the questions that cyber conflict forces on us: When does a cyber operation cross the threshold of an armed attack? Who may be held responsible, and on what evidence? What limits does the law place on autonomous and AI-enabled systems? How should states and enterprises defend critical infrastructure within the bounds of the law?
What we publish
Across 16volumes, JLCW has published rigorous scholarship from leading academics and practitioners, alongside plain-language summaries, a podcast series, and timely dispatches. Articles in our bound volumes are peer-reviewed; the views expressed are the authors’ own.
Who reads us
Our readership spans government, the armed forces, private practice, the security industry, and the academy — in the United States and around the world. Cyber conflict is a global subject, and our pages reflect that.
